There are thirteen Zodiac Senshi; the twelve signs of the standard Western Zodiac, plus the "forgotten" thirteenth sign of Ophiuchus, the serpent charmer. Sailor Ophiuchus is the only one of the group who is a true Sailor Senshi, as she was born with the crystal of her homeworld, also called Ophiuchus. The other twelve were artificially created when shards of the Ginzuishou/Argenian Crystal were fused to their Starseeds, causing the children to be born with powers of Sailor Senshi despite not having true Sailor Crystals. They were created after the pantheon of deities the Argenians worshipped, and intended to aid the Arcana in getting back their birthright crystal and rebuilding their homeworld, though not all Zodiacs ultimately chose that cause. When the shard fused to each girl's Starseed dissolved at the end of the last storyline, it left a literal void inside. Right now the Zodiacs are living as normal humans again, but perhaps if those voids were somehow able to be filled. . .
Note that if you are creating a Zodiac Senshi to replace one from the previous story, the name and personal information of her civilian form should be different than that of the previous, to avoid confusion and/or any chance of copyright issues with the previous Zodiac's mun. Most Zodiacs marked "Replaceable" will have to be replaced rather than adopted, because we try not to step on the original muns' copyrights. If you are really set on adopting a previous Zodiac, you may ask a staffer for help, but understand that we honestly don't know the whereabouts of or how to contact some of the previous muns.
When creating a Zodiac Senshi, make sure your character is born under the same sign as her Senshi name. Do research on the stereotypical traits associated with her sign and incorporate as many of them into her profile as possible (both personality traits and physical ones). We want each Zodiac to really personify the sign she represents.
Even if you are creating a new Zodiac, please try to incorporate events of the previous story into your character's history as though you were there. You don't have to get specific-- just read the Timeline for the previous story to get an idea where any previous players of your sign were and any major events they participated in. The second story is somewhat AU, so you don't have to follow the events exactly as written; just try not to clash with any important first story events.
The henshin phrase for every Zodiac is: "Zodiac (your sign here) power, make up!" They have no henshin devices, so only the words are required to trigger the change. There is no standard henshin sequence, so you may create one that suits your sign and character.
All Zodiac Senshi may have three powers, all of which must relate to your Zodiac sign in some way. Remember that not all powers have to be offensive or do mega-damage. All Zodiacs are also entitled to a weapon, if desired. If your character is not the type for weapons, that's fine, too. If you choose a weapon, make sure it suits your sign and character-- don't choose something at random just because it looks cool.
The current Zodiac fuku are as follows:

This image shows how the old Sailor Cancer fuku looked and is an example of working with the standard design to customize it.
The bodice of the fuku is white and strapless, with a reinforced area covering the breasts. From below that reinforced top, the rest of the bodice is skin-tight and seamless until it reaches the hips, where it finally splits into a skirt made of ribbons. The ribboned skirt can be as long or short as you wish. Starting from just beneath the reinforced area of the fuku, you must have at least one contrasting ribbon (the number, length, width, and spacing of the ribbons is up to you; the example image only shows the standard placement and spacing) which overlays the main bodice and flows in to join the ribbons of the skirt. NQS is picky about how these ribbons are described, so make sure you have the overlay ribbons on top of the white ribboned skirt, not mixed in or underneath.
The sailor collar attaches at the front of the bodice with a brooch that is oval or teardrop in shape and made of a gemstone that is associated with your character's Zodiac sign. The brooch must have the symbol for your Zodiac etched into the stone. The collar has a single white stripe running along the outside edge and has an inverted "V" cut out of the back.
Aside from those two things, you have near-total freedom in designing your fuku. If you wish to wear something underneath the bodice, or attach sleeves to it, that's fine. If you wish to wear another skirt, pants, leggings, shorts, or some other garment beneath the ribboned skirt, that's fine. You may have front and back bows if you like, or trade them for some other adornment. You may have any style of gloves (except no Sol-style gloves, please), bracelets, necklace, or other such adornment you wish, or you may omit them. You must have some sort of adornment on the face or head, but it doesn't have to be a tiara (and please, no Sol Senshi-style tiaras)-- you could have a mask, crown, headband, bindi, circlet of flowers, or whatever else you like.

What follows is a short, general blurb about each sign, copied from the original Zodic info thread. (I'm not sure where NQS got the information originally.) Please do not let this be your lone source of information in creating your character. Google is your friend, as is your local library or bookstore! If you're not sure where to start, this is a site I visit frequently when creating characters (and not just Zodiacs!).
Aries, the Ram
Birthday: March 21 to April 19 Assocations: Fire Ruled by: Mars Colors: Red, Pink, White, Ruby, Coral Personality:Aries is the first sign of the Zodiac and associated with fresh vigor and new beginnings. Individuals born under this sign are thought to have a confident, aggressive, energetic, active, adventurous, enthusiastic, fair, passionate, and pioneering character but one which is also prone to selfishness, boastfulness, intolerance, impulsiveness, and impatience. In terms of anatomy Aries is said to rule the cranium, jaw, facial bones, brain, upper teeth, carotid arteries, and nerve centers. Physically they are said to be tall in stature, and athletic in appearance.
Taurus, the Bull

Who's that Zodiac!?
The Zodiac senshi all transformed without warning, so not all of them were able to find a private place to do so in order to hide their identity. Others, who were new to the superhero business slipped up and said too much, giving away their identity. In both of these cases it was quickly picked up on by the media and has now become common knowledge to the citizens of Crystal Tokyo. But some were better able to hide it than others, and their identity still hasn't been made public. Here is a list of all the Zodiac senshi, whether or not their identity has been revealed, and if so, how.
Sailor Aries: Bridget said too much while drinking one night and it is now well known that she was Sailor Aries.
Sailor Taurus: While Chinika tried to hide who she really was, it proved impossible after transforming on a crowded street and being one of the few bald black women in Crystal Tokyo.
Sailor Gemini: Zoicite was with Gabby in an empty bar when she transformed, so the Sol senshi know her identity, but the rest of the world does not unless she ended up making a mistake at some point. (It is up to her next mun whether or not she did.)
Sailor Cancer: The only witnesses to Angelique's transformation were the fellow Zodiac Kou, her good friend Maetel, Sailor Pluto, and a couple of policemen. The Sol know how to be discrete and neither Maetel or Kou would reveal who she really was, but whether policemen can be trusted remains to be seen. (It is up to her mun to decide whether her identity was made public or not.)
Sailor Leo: After transforming in a public bar and then accidentally blowing it up Kou had no chance of being able to keep who she was a secret.
Sailor Virgo: Jonna transformed in the middle of a cafe and her identity was quickly discovered by the media.
Sailor Libra: For a woman like Maetel, who is always concerned with her public image, being found out was not an option. So she eventually went to the Sol in exchange for their help keeping who she was quite. So far they have held up their end of the bargain and she is enjoying a more or less private life with her friends, her parents, and her boyfriend Hiro.
Sailor Scorpio: Hikaru did not transform in public, but with her sanity slowly slipping away from her she may one day be found out. (Whether or not she is is up to her mun.) Thus far, only the Sol senshi know her identity.
Sailor Sagittarius: Sashu may have not transformed in public, but prancing around publicly in her sailor fuku made her identity easy to find out.
Sailor Capricorn: The Sol know Tsume's identity, but they've kept it a secret. Whether or not Tsume has herself is up to her future mun.
Sailor Aquarius: Sailor Neptune was the only one to witness Manami's transformation, so her secret is safe unless she slipped up. (This is up to a future mun to decide.)
Sailor Pisces: As Miyako's first transformation was in the middle of a large crowd, she was unable to hide who she is.
The four most important elements in fighting are as follows: power, speed, technique, and creativity. Master them all and you will be unstoppable.
